Job Description
Reporting to the Manager, Real Estate & Facilities Operations, the Engineering department is seeking a Superintendent of Facilities Maintenance to join our team. This role is responsible for overseeing and directing daily building systems operations, services and maintenance of the City’s civic buildings and properties, including leased properties, and will ensure facilities are safe, clean, and well-maintained to provide a comfortable environment for employees, customers, and visitors, supporting expected levels of service for the corporation. The incumbent will coordinate, supervise and provide important leadership to teams of building maintenance and custodial staff and oversee the delivery of services provided by outside vendors and contractors. This position requires on-site presence.
Responsibilities include:
• Implements building maintenance plans and preventative maintenance programs to ensure the efficient and safe operation of civic buildings and property operations systems and equipment. This includes HVAC building automation control, mechanical, electrical, plumbing, energy conservation, roof maintenance, and security access control system.
• Manages teams of building maintenance, janitorial services, and facility management operations staff. Oversees and supervises the reporting staff’s performance and the quality of their work. Provides direction and support to their daily work activities, including building maintenance scheduling and planning, writing and implementing work procedures.
• Hires, trains and supervises maintenance and custodial staff. This includes setting performance expectations, evaluating performance, training, coaching, assigning work and maintaining workflow, reviewing staffing levels, and managing performance and discipline.
• Supports the building services team by scheduling, coordinating, and dealing with any emergency events.
• Ensures the proper functioning of all safety systems, including fire alarms, sprinkler systems, fire extinguishers, and elevators.
• Ensures compliance with all safety regulations and building codes and fire codes. Leads staff to maintain accurate records of all inspections and maintenance activities.
• Works with the IT department to manage building security systems and protocols, including key card access and surveillance systems.
• Ensures all building services and maintenance staff adhere to proper safety procedures and regulations.
• Manages relationships with outside vendors and contractors to ensure that services are delivered on time, within budget, and meet quality standards.
• Prepares RFP documents and coordinates with purchasing department to select and contract service providers. Ensures knowledge of, compliance with, and enforcement of corporate purchasing policy.
• Reviews the as-built drawings, operations and maintenance manuals and provides project inputs, coordinates for any updates.
• Develops and implements energy-efficient strategies to reduce utility costs for civic buildings and properties division.
• Implements the asset management plan and supports in keeping the asset inventory up to date.
• Supports the development of a facilities equipment inventory and keeps the data up to date.
• Establishes targets and KPIs for maintenance.
• Implements energy saving measures as outlined in the Corporate Energy and Emissions Reduction Strategy (CEERS).
• Continuously identifies opportunities for process improvement and cost savings. Develops and implements strategies to achieve the building energy conservation goals.
• Manages some projects such as building HVAC mechanical system, automation control system, plumbing features and automation control systems.
• Investigates and responds to internal and external requests for information, compliance, service issues, disputes and concerns. Responds to after-hours calls.
• Liaises with a variety of City departments and external agencies.

Required languages: English
Education level: • Completion of post-secondary education in Facilities Management or other related technical field, and considerable supervisory experience in a unionized environment. An equivalent combination of education and experience may be considered. • Facilities management professional designation would be considered an asset.
Required skills: • More than 10 years of experience in managing building operations and maintenance activities and personnel. • Thorough knowledge of building systems and maintenance best practices, with experience in HVAC, mechanical, electrical, plumbing, fire system, emergency lighting, and security systems. • Thorough knowledge of asset management plans, preventative maintenance plans and performance standards and schedules. • Considerable knowledge of the codes, regulations, and policies involved in the work. • Considerable knowledge of energy efficiency strategies, programs, and measures. • Sound knowledge of procurement processes and practices as they relate to define the scope of work, preparing and assessing proposals, preparing and managing contracts with vendors, monitoring vendor performance, and approving vendor payments. • Sound knowledge of project management principles and practices. • Ability to lead and supervise staff involved in building operations, maintenance, and janitorial activities. • Ability to collaborate with other City departments involved in the work. • Ability to develop and update plans, manuals, procedures and other documentation related to the work. • Ability to establish, track, refine, and report on budgets related to the work. • Ability to prioritize competing demands and manage multiple projects simultaneously. • Ability to use Microsoft Office and facility management software to analyze and report on building performance and budgets. • Valid BC Drivers license with a clean driving record.
