Job Description

The City of New Westminster’s Engineering Development Services division has an exciting opportunity to help shape the City’s future growth and seeks a qualified Senior Engineer.

Reporting to the Manager of Land Development, Design & Construction, the Senior Engineer, Land Development will lead the coordination and administration of subdivision and new development projects (from application review to construction close-out) of a portfolio of development projects that are high-profile and politically sensitive, including Affordable Housing developments, SD40 school development and other complex developments. Working in collaboration with internal departments and external stakeholders, you will provide professional engineering expertise and guidance in all aspects of civil engineering, estimates, specifications, development practices, contract and legal administration.

Key accountabilities of this role include:
• Drafting engineering municipal servicing requirements for major complex development projects, resulting in a detailed summary of required municipal infrastructure works, legal agreements, and fees and deposits required for a development application.
• Undertaking engineering reviews of development project infrastructure works (development applications, building permit applications, subdivisions) to ensure a coordinated engineering plan.
• Reviewing subdivision and related documents to ensure plans meet the required acts and that statutory rights of way, easements, and covenants are legally sound, clearly defined, and appropriately managed.
• Ensuring the work at large development sites is planned, scheduled and implemented to have minimal impacts on residents, transportation, traffic and city infrastructure.
• Negotiating with developers on contributions and other development requirements on behalf of the City.
• Liaising with internal stakeholders, engineering consultants, developers, external agencies, and members of the public.
• Drafting and overseeing the Master Development Agreements for land development projects.
• Performs related duties in keeping with the purpose and accountabilities of the job.

Required languages: English

Education level: • Completion of an undergraduate degree in civil engineering and/or related discipline, with considerable related experience in municipal engineering and land development of municipal works and services.

Required skills: • Registration as a professional engineer, or a limited license in engineering in the province of BC is required. • Minimum of 7 years of professional engineering experience, with direct experience in the engineering development discipline. • Knowledge of the practices and techniques of civil engineering and construction work. • Knowledge of the relevant policies, rules, legislation, by-laws, and regulations related to Engineering Development Services. • Knowledge of municipal infrastructure, including utilities (water, sewer, solid waste), transportation system design, and construction standards. • Sound project management skills and demonstrated experience. • Exceptional interpersonal, negotiation, conflict resolution, and communication skills, including experience representing complex development issues. • Communication skills to effectively present ideas and concepts to all levels of the organization • Problem-solving and analytical skills to make complex technical computations and estimates. • Strong analytical skills and working knowledge of AutoCAD, Word, Excel and PowerPoint. • Proven ability to build and maintain effective relationships with coworkers, stakeholders, and external partners. • Strong ability to exercise sound judgment in interpreting policies, requirements and standards, and to make sound decisions on a variety of professional and technical engineering problems and matters. • Valid B.C. driver's license.
