SALARY: $54.44 to $64.43 per hour plus a comprehensive benefits package

The City of New Westminster is seeking a Transportation Planning professional to join our dynamic team. You have specialized knowledge and skills in multi-modal transportation planning and will be responsible for a range of duties, including: policy development and implementation, including policies that support housing supply; development application coordination and review, neighbourhood transportation plan development and implementation, transit related planning and project implementation. You are an experienced professional with excellent problem solving skills who exercises considerable initiative and independent judgement in professional transportation planning matters. You are an experienced project manager who is comfortable engaging with elected officials, senior management and a range of stakeholders, and you are committed to developing and delivering ambitious plans to achieve the City’s Sustainable Transportation priorities. This position may also include supervision of staff.

Education, Experience, Abilities and Skills:
• Master’s Degree in Planning or related discipline with considerable professional experience in transportation planning; or an equivalent combination of training and experience.
• Membership or eligibility for membership in the Canadian Institute of Planners or the Planning Institute of BC.
• Experience managing projects or studies, consultants, public engagement, and a variety of stakeholders to deliver transportation projects.
• Thorough knowledge of the methods, practices, techniques and equipment used in transportation planning.
• Considerable knowledge of the rules, regulations, policies, by-laws and objectives governing the operations of the Transportation Division.
• Considerable knowledge of standard research methods and techniques and of the current trends and developments in transportation planning.
• Ability to assess development impacts on the City, relate development to City bylaws, and draft bylaw amendments.
• Ability to oversee and supervise staff assigned to projects, oversee and direct the work of consultants engaged in projects and lead project teams.
• Valid BC Driver’s License for the Province of British Columbia is an asset.

Duties, and Responsibilities:
• Act as departmental representative on municipal and regional committees and, as advisor, liaison and resource to internal and external contacts.
• Participates in and acts as project team leader in work of professional and technical staff engaged in major transportation planning projects; directs and oversees the work of consultants engaged in a variety of planning projects; may supervise staff engaged in a variety of research, analytical and technical tasks.
• Review and analyze development applications regarding transportation impacts and adherence to policies and bylaws; consults with and advises applicants on municipal requirements and approval of applications; liaises with other departments, senior levels of government, adjacent municipalities, key stakeholders and standing committees; prepares reports concerning the desirability and feasibility of an application and recommends alterations, alternate proposals or rejection.
• Exercise sound, consistent judgement and creativity on a variety of planning matters, problems and projects.
• Ability to problem solve and to make decisions on a variety of technical problems and matters.
